{"id":997793,"date":"2026-06-01T06:43:18","date_gmt":"2026-06-01T06:43:18","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/997793\/"},"modified":"2026-06-01T06:43:18","modified_gmt":"2026-06-01T06:43:18","slug":"newsletter-keeping-the-western-balkans-eu-dreams-alive","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/997793\/","title":{"rendered":"Newsletter: Keeping the Western Balkans\u2019 EU dreams alive"},"content":{"rendered":"<p class=\"mb-4 text-lg md:leading-8 break-words\">Hello and welcome to Monday \u2013 I\u2019m <strong>Mared Gwyn<\/strong>, bringing you this newsletter from Brussels.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">European Council chief <strong>Ant\u00f3nio Costa<\/strong> kicks off his one-week tour of the Western Balkans in Bosnia &amp; Herzegovina\u2019s capital of Sarajevo this morning, before traveling through six countries and concluding with the EU-Western Balkan Summit in Tivat, Montenegro on Friday.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Officials close to Costa say the whistle-stop tour demonstrates the \u201cpriority and importance\u201d he attaches to the region, and the way he sees the countries\u2019 accession to the EU as a \u201cnecessity for Europe and investment in the security and stability of the continent\u201d.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">All of the six countries bar Kosovo are official candidates to join the bloc \u2013 Pristina is currently recognised as a \u201cpotential\u201d candidate \u2013 with Montenegro leading the pack and tipped by some to integrate fully into the EU by the end of this year.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">It makes the setting of Friday\u2019s summit \u2013 which will be attended by the majority of EU leaders and all of the six Western Balkan leaders \u2013 particularly symbolic.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Some of these countries have been in the EU\u2019s waiting room for as long as two decades, during which a period of relative geopolitical calm saw enlargement become a dormant issue. It means Montenegro\u2019s imminent accession is a potentially landmark moment for the wider region\u2019s European aspirations.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">As one senior EU official put it: \u201cThere is an opportunity and momentum, and we believe both the EU and the region should seize it.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Speaking to our flagship morning show earlier this morning, former European Commission Vice-President, <strong>V\u011bra Jourov\u00e1<\/strong>, said: \u201cI see that we need them to join more than they need Europe. This is obvious, that we need to have courage to grow. We are under big pressure from outside.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">But while this week\u2019s focus is squarely on the Western Balkans, the enlargement debate is arguably being defined further east, in Ukraine. As President Zelenskyy continues to push for a fast track into the arms of the European Union as a key post-war security guarantee, officials in Brussels are being forced to rethink how enlargement works \u2013 with no success so far.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">German Chancellor Friedrich Merz was the latest to pitch a solution: an \u201cassociate\u201d EU member status for Ukraine which would allow it to participate in EU talks without a vote. The proposal has been dismissed by diplomats and scathingly criticised by Kyiv.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Despite Brussels publicly insisting that the established, merits-based process for accession still holds, in private they acknowledge that any bending of the rules for Ukraine would inevitably apply to all candidate countries, including the Western Balkans.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\"><strong>Meanwhile, Romania is still reeling from the Russian drone which hit a civilian building on Thursday.<\/strong><\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Over the weekend, Romania\u2019s President Nicu\u0219or Dan <a href=\"https:\/\/x.com\/nicusordanro\/status\/2061082673662116105?s=46\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"elm:link;elmt:article_link;slk:published;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;published&quot;}\" class=\"link \"><strong>published<\/strong><\/a> what he said was photographic evidence demonstrating that the drone which hit a residential building in the town of Galati last Thursday was a Russian Geran-2 drone, showing that Moscow is \u201csolely responsible\u201d.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Speaking live from Romania on Europe Today, our flagship morning show, earlier this morning, <strong>Mircea Geoan\u0103<\/strong>, former Deputy Secretary General of NATO and former Romanian Foreign Minister, said that the \u201cshock\u201d is \u201cstill here with us\u201d, calling for better \u201cprioritisation\u201d when procuring the drone and anti-drone technology needed to protect Romanian and European skies.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\"><strong>Also over the weekend<\/strong>: The US Defence Secretary Pete Hegseth hit out once again at European NATO allies, in a speech in Singapore in which he praised the US\u2019s Asian allies.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cWhen our interests align, we act together with focused resolve,\u201d Hegseth said in relation to partners in Asia, adding: \u201cWhen our interests diverge, we adjust pragmatically without the drama or the moralising. I think Western Europe might take note.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The speech came on the heels of President Donald Trump\u2019s visit to China, and was notably more paired down than Hegseth\u2019s same speech last year in which he described Beijing as an \u201cimminent threat\u201d to Taiwan. Instead, Hegseth spoke of a \u201cgenuinely stable equilibrium\u201d and \u201cfavourable balance of power\u201d in the Pacific.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">It also came as the US continued to target Iran with strikes, according to US Central Command, amid reports US President Donald Trump is mulling tightening a framework peace deal under negotiation with Tehran. <a href=\"https:\/\/sg.news.yahoo.com\/us-launches-weekend-strikes-iran-040600285.html\" data-ylk=\"elm:link;elmt:article_link;slk:More;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;More&quot;}\" class=\"link  yahoo-link\" rel=\"nofollow noopener\" target=\"_blank\"><strong>More<\/strong><\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Israel has also seized a strategic Crusader-era castle in what is its deepest incursion into Lebanon in 26 years, prompting a fierce rebuke from France, which has called for an urgent meeting of the United Nations Security Council.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\"><strong>Also today:<\/strong> the EU\u2019s foreign policy chief Kaja Kallas will meet Pakistan\u2019s Deputy Prime Minister and Foreign Minister, Mohammad Ishaq Dar in Islamabad. Ishaq Dar is just back from Washington where he held talks with US Secretary of State Marco Rubio.
