A joint declaration unveiled at URC2026 promises targeted support for local Ukrainian communities through exchange programs and project capacity building. Officials hinted at blended funding and practical energy projects that could bring solar panels and storage to schools and hospitals.
Ukraine and Lithuania have agreed to strengthen cooperation between communities by signing a Joint Declaration. The document emphasizes the aspiration to develop a partnership between Ukrainian and Lithuanian municipalities and to exchange experience in project management, capacity building, and implementing joint initiatives.
According to the Ministry of Development, the information was published on the ministry’s official Facebook page. Lithuania remains one of Ukraine’s closest partners: since the start of the full-scale invasion, support from Lithuania has reached nearly €2 billion.
The new initiative envisions launching a special Partnership Program between municipalities with an initial funding of €1 million. Its aim is to unite Ukrainian and Lithuanian communities for exchanging experience, building capacity and implementing joint projects

At the center of the partnership are practical areas: EU project management; public procurement; energy efficiency; development of municipal services; support for communities most affected by the war.

Within the URC2026 conference in Gdańsk, the First Deputy Prime Minister and Minister of Energy Denys Shmyhal and Lithuania’s Minister of Energy Žygimantas Vačiūnas signed a joint declaration on strengthening cooperation in the field of energy resilience and recovery.
Under these arrangements, Lithuania will allocate €4 million to install solar panels and energy storage systems at social infrastructure facilities, including in Ukrainian schools and hospitals.
These steps demonstrate a shared interest in rebuilding regions and strengthening Ukraine’s energy security through practical partner projects.
