An intelligence driven database now exposes designers and firms behind weapons used against Ukrainian civilians. The initial entries name key engineers tied to major missile and UAV programs.
The Main Directorate of Intelligence of the Ministry of Defence of Ukraine is launching a new section on the War&Sanctions portal titled “Engineers of Aggression.”
The agency explains on Facebook that the section will contain information about individuals who enable waging an aggressive war against Ukraine by designing and constructing Russian weapons.
The Section’s Purpose and Its Content
The section will focus on the part of the process that underpins the aggression: the people responsible for designing and manufacturing Russian weapons.
In GUR’s materials, they emphasize that the Russian scientific community plays a key role in Russia’s ability to wage a criminal genocidal war against Ukraine: Russian scientists and engineers work in the fields of missile weapon development, unmanned systems, guidance systems, and artificial intelligence, which are used to strike civilian infrastructure and kill Ukrainians.
Although many specialists are associated with the war, they remain part of the global scientific community: they receive international grants, collaborate with international institutions and companies, and participate in international events. The experience they gain they apply at their enterprises and institutes to create new tools of mass destruction and to participate in war crimes.
Into the first iteration of the section entered designers, engineers, technologists, and leaders of enterprises of Russia’s defense-industrial complex, which produce the main means of destruction. It is they whom Russia systematically uses to strike civilian objects in Ukraine – ballistic and cruise missiles, guided air bombs, and strike UAVs. Many of them have long featured on sanctions lists of partner countries, but there are those who have been left out.
Among them:
Sergey Sursin – chief designer of the Votkinsk Plant, under whose leadership the production of ballistic missiles 9M723 from the Iskander-M missile system and RS-26 “Rubezh” is carried out, better known as “Oreshnik”;
Yeltugan Sizdikov – first deputy general director, deputy for scientific research and experimental design, chief designer of the design bureau “Raduga” named after A.Y. Bereznyak – the main enterprise for the development and production of strategic cruise missiles X-101;
Vitaliy Iyekel – chief designer of the production association “Strela,” who directly oversees design developments and modernization of the supersonic anti-ship cruise missiles 3M55M “Oniks-M”.

GUR published data on the enterprises involved in the production of the Russian combat vehicle 72V6 of the Pantsir-S1 anti-aircraft missile system.
The section underscores the role of scientists and engineers in creating and upgrading weapons used against the civilian population of Ukraine, and calls for a comprehensive understanding of these processes.
In future issues the plan is to expand the list and deepen the analysis of the role of scientific work in creating weapons used during the war.
