The move still sent shockwaves through the country and has triggered mass protests. <\/p>\n<p>Fedorov was a leader in the drone war long before he took the job. As Minister for Digital Transformation he showed far greater insight into the potential of drone warfare than his military colleagues, setting up the <a href=\"https:\/\/www.forbes.com\/sites\/sebastienroblin\/2023\/05\/02\/interview-pilot-explains-how-ukraines-crowdfunded-army-of-drones-saves-lives\/\" data-ga-track=\"InternalLink:https:\/\/www.forbes.com\/sites\/sebastienroblin\/2023\/05\/02\/interview-pilot-explains-how-ukraines-crowdfunded-army-of-drones-saves-lives\/\" target=\"_self\" aria-label=\"Army of Drones crowdfunding initiative\" rel=\"nofollow noopener\">Army of Drones crowdfunding initiative<\/a> to get drones to the front line, bypassing traditional procurement channels. As Defence Minister, though he may not take all the credit, he has overseen a sea-change in which Ukraine has finally blunter the Russian attack and started striking back with force. <\/p>\n<p>To many Ukrainians, Fedorov\u2019s departure looks like a major setback for the war effort.<\/p>\n<p>A Record Of Success <\/p>\n<p>Fedorov, 35, a former entrepreneur, took his dismissal with dignity, stating it had been an honor to serve and <a href=\"https:\/\/x.com\/FedorovMykhailo\/status\/2077469728004510174\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/x.com\/FedorovMykhailo\/status\/2077469728004510174\" aria-label=\"listing on X\">listing on X<\/a> achievements by his team. Some of these wins have been widely celebrated, like getting Elon Musk\u2019s SpaceX to block Starlink access to Russia, <a href=\"https:\/\/www.forbes.com\/sites\/davidhambling\/2026\/02\/06\/starlink-shutdown-musk-throws-russian-forces-into-chaos\/\" data-ga-track=\"InternalLink:https:\/\/www.forbes.com\/sites\/davidhambling\/2026\/02\/06\/starlink-shutdown-musk-throws-russian-forces-into-chaos\/\" target=\"_self\" aria-label=\"throwing their command and control into chaos.\" rel=\"nofollow noopener\">throwing their command and control into chaos.<\/a><\/p>\n<p>Others, like overhauling the procurement system, received less attention. On arrival, Fedorov instituted a large-scale audit which reportedly uncovered billions of dollars of corrupt deals. Those who did not agree were immediately fired. Those who agreed and did poorly on the polygraph were fired. Those who passed normally remained working,\u201d Fedorov <a href=\"https:\/\/www.kyivpost.com\/post\/78372\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.kyivpost.com\/post\/78372\" aria-label=\"told TSN television news\">told TSN television news<\/a>. <\/p>\n<p>Fedorov brough an entrepreneur\u2019s flair to the defence ministry. With no money for essential equipment he juggled the budget in a way that would previously have been unthinkable. <\/p>\n<p>\u201cTook over a Ministry of Defense with zero budget, took a risk, reallocated funds from payroll from the end of the year, and effectively invested them in mid-strike capabilities, fiber-optic FPVs, low-cost reconnaissance, ground robotic platforms, interceptor drones, and deep-strike drones,\u201d Fedorov noted in his departure message. <\/p>\n<p>The results speak for themselves. Ukraine\u2019s deep strike campaign against Russian oil facilities has triggered gasoline shortages and the start of an economic crisis. Meanwhile the middle-strike campaign against occupied Crimea has virtually cut off supplies and shut down the power grid in that region, weakening Russia\u2019s grip. <\/p>\n<p>On the battlefield Fedorov implemented <a href=\"https:\/\/mod.gov.ua\/en\/news\/1-180-enemy-targets-struck-how-operation-auchan-halted-the-enemy-s-mechanized-offensive-for-six-months\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/mod.gov.ua\/en\/news\/1-180-enemy-targets-struck-how-operation-auchan-halted-the-enemy-s-mechanized-offensive-for-six-months\" aria-label=\"Operation Auchan\">Operation Auchan<\/a>,a drone blitz which brought Russian offensive operations to a virtual standstill for six months. <\/p>\n<p>The Army of Drones crowdfunding initiative bypassed traditional procurement pathway to get drones into soldiers hands<\/p>\n<p>Getty Images<\/p>\n<p>Ukraine has a chronic issue with a lack of personnel, Federov boosted salaries, increasing the pay for frontline infantry <a href=\"https:\/\/x.com\/actfast\/status\/2077119910556348561\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/x.com\/actfast\/status\/2077119910556348561\" aria-label=\"from $2,500 to $7,000 a month\">from $2,500 to $7,000 a month<\/a> and offering an amnesty rather than punishment for the hundreds of thousands of soldiers listed as AWOL. And he has put in place plans to recruit large numbers of foreigners with the goal of 50% of new recruits being non-Ukrainian.<\/p>\n<p>In just six months, Fedorov has done amazing things. As <a href=\"https:\/\/x.com\/WillyPete300\/status\/2077310778714063338\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/x.com\/WillyPete300\/status\/2077310778714063338\" aria-label=\"commenter on X put it\">commenter on X put it<\/a>: \u201cCan anyone deny the stark difference in outcomes for Ukraine in &#8217;26 vs. &#8217;25? Maybe Fedorov was just in the right place at the right time, but is replacing him a risk worth taking right now?\u201d<\/p>\n<p>Winning Battles, Making Enemies<\/p>\n<p>But stirring thing up to this degree is always going to create enemies among those who preferred things as they were. Chief among these may be those who were benefiting from the previous procurement system. <\/p>\n<p>\u201cFedorov had been a barrier to interests seeking to profit from Ukraine\u2019s vast wartime defence budget\u2026 Fedorov repeatedly blocked attempts to steer lucrative procurement contracts to favored companies, which put him at odds with powerful figures inside Ukraine\u2019s political and defence establishment, said people familiar with the situation,\u201d according to a <a href=\"https:\/\/x.com\/barratt_dewey\/status\/2077478706142928999\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/x.com\/barratt_dewey\/status\/2077478706142928999\" aria-label=\"report in the Financial Times.\">report in the Financial Times.<\/a><\/p>\n<p>Fedorov also has enemies in the military establishment, traditionalists who do not approve of a 35-tear-old digital marketing entrepreneur trampling over the old order. Some generals compare him to Robert McNamara, the former Ford executive who ran the Pentagon during the Vietnam War, treating it like a business with monthly targets and paying more attention to statistics than expert advice. The difference though it that Fedorov has been effective. <\/p>\n<p>US Secretary of Defense Robert McNamara was unpopular int he military for his business analysis approach to warfare<\/p>\n<p>Getty Images<\/p>\n<p>One development which seems to be especially offensive is the<a href=\"https:\/\/www.economist.com\/the-economist-explains\/2025\/07\/08\/how-drones-and-video-game-techniques-are-coming-together-in-ukraines-war\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.economist.com\/the-economist-explains\/2025\/07\/08\/how-drones-and-video-game-techniques-are-coming-together-in-ukraines-war\" aria-label=\"ePoints system\"> ePoints system<\/a> which rewards drone operators for kills by giving them more drones, turning the war into a real-life video game \u2013 though this has been highly successful  at focusing strikes on specific targets as priorities change. <\/p>\n<p>In particular, Fedorov has reportedly clashed with General Oleksandr Syrskyi, Commander-in-Chief of the Armed Forces of Ukraine. Syrskyi is definitely part of the old guard, having graduated as an officer in the days of the Soviet Union. <\/p>\n<p><a href=\"https:\/\/www.pravda.com.ua\/eng\/news\/2026\/07\/16\/8044309\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.pravda.com.ua\/eng\/news\/2026\/07\/16\/8044309\/\" aria-label=\"According to Ukrainska Pravda\">According to Ukrainska Pravda<\/a>, Fedorov wanted to rebuild the military around technology and insisted on supplying the equipment that he believed was needed rather, than what the generals asked for. <\/p>\n<p>\u201cDrones or tanks?\u201d is not a binary choice\u2014but the challenge of reconciling these two may have been Fedorov\u2019s downfall. <\/p>\n<p>The Response: Mass Protests<\/p>\n<p>Response to the sacking has been outrage and dismay at a self-inflicted injury. <\/p>\n<p>\u201cThe reforms implemented by Fedorov the last six months have been revolutionary in this war. His dismissal and the halting of his reforms will only weaken the Ukrainian military and help the Russian,\u201d runs a <a href=\"https:\/\/x.com\/David_Hambling\/status\/2077457394485907917\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/x.com\/David_Hambling\/status\/2077457394485907917\" aria-label=\"typical reaction on X\">typical reaction on X<\/a> to the dismissal. <\/p>\n<p>Others contrast Fedorov\u2019s forward-looking digital approach with that of his replacement, Ihor Klymenko, former head of the National Police.<\/p>\n<p>\u201cWhat we need is a former high-ranking cop who boasts about making recruits tuck in their beds with perfect hospital corners and who happens to suit the generals and the major defense contractors just fine,\u201d comments <a href=\"https:\/\/x.com\/David_Hambling\/status\/2077474434026217856\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/x.com\/David_Hambling\/status\/2077474434026217856\" aria-label=\"author Illia Ponomarenko sarcastically\">author Illia Ponomarenko sarcastically<\/a>. <\/p>\n<p>Pavlo Yelizarov, known as one of Ukraine\u2019s, most effective drone commanders, <a href=\"https:\/\/x.com\/olliecarroll\/status\/2077638383019454667\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/x.com\/olliecarroll\/status\/2077638383019454667\" aria-label=\"has resigned in protest at the sacking\">has resigned in protest at the sacking<\/a>, calling it \u201cevil.\u201d<\/p>\n<p>There are already <a href=\"https:\/\/x.com\/OzKaterji\/status\/2077658152267305157\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/x.com\/OzKaterji\/status\/2077658152267305157\" aria-label=\"mass protests in Kyiv and other cities.\">mass protests in Kyiv and other cities.<\/a> The reaction has been <a href=\"https:\/\/x.com\/JimmySecUK\/status\/2077524667720441869\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/x.com\/JimmySecUK\/status\/2077524667720441869\" aria-label=\"compared to the backlash\">compared to the backlash<\/a> last year when the government attempted to take control of independent anti-corruption agencies and was forces to back off.  <\/p>\n<p>Fedorov has been a major contributor to the war effort, and he leaves an impressive legacy.
