A further 15% increase is planned from 1 January 2027.\n                <\/p>\n<p>\n                Ukraine has approved the first indexation<br \/>\nof rail freight tariffs in more than four years, raising rates by 30% from 1<br \/>\nAugust 2026.\n            <\/p>\n<p>\n                The change follows an order by the Ministry<br \/>\nfor Communities and Territories Development and registration by the Ministry of<br \/>\nJustice. It also unifies tariffs for the movement of empty wagons, which had<br \/>\npreviously varied according to the commodity carried before unloading.\n            <\/p>\n<p>\n                <a href=\"https:\/\/railmarket.com\/eu\/profile\/jsc-ukrainian-railway-jsc-ukrzaliznytsia\" rel=\"nofollow noopener\" target=\"_blank\">Ukrzaliznytsia<\/a> had sought a 45% increase,<br \/>\nbut the adjustment was split after consultations with shippers and industry<br \/>\nassociations. The second stage, a further 15%, is planned from 1 January 2027.\n            <\/p>\n<p>\n                The increase is commercially sensitive<br \/>\nbecause Ukrainian exporters are already operating under wartime logistics<br \/>\nconstraints, including pressure on Black Sea routes and repeated attacks on<br \/>\ntransport and energy infrastructure. For the railway, however, unchanged<br \/>\nfreight tariffs since 2022 have widened the gap between regulated income and<br \/>\noperating costs.\n            <\/p>\n<p>\n                Ukrzaliznytsia says electricity, fuel,<br \/>\nmaterials, repairs and equipment have all become more expensive since the last<br \/>\ntariff revision. The company also points to heavy damage to rolling stock and<br \/>\ninfrastructure during the war, including more than 460 damaged locomotives.\n            <\/p>\n<p>\n                The tariff decision is also part of a<br \/>\nbroader attempt to reduce cross-subsidy inside the railway. Ukraine has<br \/>\nintroduced state funding for domestic passenger services, with up to EUR 312 million<br \/>\nallocated, while Ukrzaliznytsia says its internal cost-optimisation programme<br \/>\nshould generate approximately EUR 200 million in savings.\n            <\/p>\n<p>\n                For freight customers, the immediate effect<br \/>\nis a higher rail cost base from August.
