to ramp up production of defensive weapons against <a data-ylk=\"slk:Russia&#039;s hypersonic Oreshnik missiles;elm:context_link;itc:0;sec:content-canvas;\" href=\"https:\/\/www.independent.co.uk\/bulletin\/news\/russia-ukraine-oreshnik-missile-kyiv-b2982701.html\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">Russia&#8217;s hypersonic Oreshnik missiles<\/a>, after a late-night summit in Downing Street on Sunday.<\/p>\n<p>Alongside <a data-ylk=\"slk:Ukraine;elm:context_link;itc:0;sec:content-canvas;\" href=\"https:\/\/www.independent.co.uk\/topic\/ukraine\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">Ukraine<\/a>&#8216;s president <a data-ylk=\"slk:Volodymyr Zelensky;elm:context_link;itc:0;sec:content-canvas;\" href=\"https:\/\/www.independent.co.uk\/topic\/zelensky\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">Volodymyr Zelensky<\/a>, the leaders also called on <a data-ylk=\"slk:Vladimir Putin;elm:context_link;itc:0;sec:content-canvas;\" href=\"https:\/\/www.independent.co.uk\/topic\/vladimir-putin\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">Vladimir Putin<\/a> to agree &#8220;an immediate and complete ceasefire&#8221; and said the &#8220;current line of contact&#8221; between the two sides should be the starting point <a data-ylk=\"slk:for any negotiations;elm:context_link;itc:0;sec:content-canvas;\" href=\"https:\/\/www.independent.co.uk\/bulletin\/news\/zelensky-putin-meeting-letter-ukraine-russia-b2990278.html\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">for any negotiations<\/a>.<\/p>\n<p>Ahead of the talks, President Zelensky had warned his country could maintain its <a data-ylk=\"slk:recent attacks deep into Russia if the war continues;elm:context_link;itc:0;sec:content-canvas;\" href=\"https:\/\/www.independent.co.uk\/news\/uk\/home-news\/volodymyr-zelensky-ukraine-keir-starmer-friedrich-merz-chernobyl-b2991398.html\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">recent attacks deep into Russia if the war continues<\/a>, as he pledged Ukraine will not &#8220;silently die&#8221;.<\/p>\n<p>The renewed pressure on <a data-ylk=\"slk:Russia;elm:context_link;itc:0;sec:content-canvas;\" href=\"https:\/\/www.independent.co.uk\/topic\/russia\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">Russia<\/a> comes after it suffered a series of military setbacks in recent months.<\/p>\n<p>But in a sign of the continued havoc the conflict is wreaking on Ukraine, the talks took place hours after a drone strike struck a storage facility for spent nuclear fuel near the Chernobyl power plant.<\/p>\n<p><img alt=\"From left: Friedrich Merz, Volodymyr Zelensky, Keir Starmer and Emmanuel Macron (PA Wire)\" loading=\"lazy\" width=\"960\" height=\"640\" decoding=\"async\" data-nimg=\"1\" class=\"standard-img w-full w-full h-auto\" style=\"color:transparent\" src=\"https:\/\/www.europesays.com\/ukraine\/wp-content\/uploads\/2026\/06\/https:\/\/media.zenfs.com\/en\/aol_uk_the_independent_uk_182\/9c3dfd54fdb648354d7d0d204276344d.jpeg\"\/><\/p>\n<p>From left: Friedrich Merz, Volodymyr Zelensky, Keir Starmer and Emmanuel Macron (PA Wire)<\/p>\n<p>After their meeting, the leaders also announced plans for further military support for Ukraine and greater economic pressure on Russia.<\/p>\n<p>Earlier this week, President Zelensky proposed a face-to-face meeting with Putin, although the Russian leader has so far rejected the idea.<\/p>\n<p>In May, Ukraine hit out after Russia said it had deployed its powerful hypersonic Oreshnik ballistic missile during a large-scale drone and missile assault on Kyiv.<\/p>\n<p>It was the third recorded use of the Oreshnik missile in the war.<\/p>\n<p>Putin has described the weapon as travelling at Mach 10 and said in 2024 that &#8220;there are currently no ways of counteracting this weapon&#8221;.<\/p>\n<p>Ukraine&#8217;s shortage of air defence systems, in part because of US stocks being depleted by the Iran war, is thought to have left civilians especially vulnerable to ballistic missiles.<\/p>\n<p><img alt=\"A  Russian missile and drone strike on Kyiv last month (Reuters)\" loading=\"lazy\" width=\"960\" height=\"640\" decoding=\"async\" data-nimg=\"1\" class=\"standard-img w-full w-full h-auto\" style=\"color:transparent\" src=\"https:\/\/www.europesays.com\/ukraine\/wp-content\/uploads\/2026\/06\/https:\/\/media.zenfs.com\/en\/aol_uk_the_independent_uk_182\/cbe9987af64231b9c2510bc94eb83cce.jpeg\"\/><\/p>\n<p>A  Russian missile and drone strike on Kyiv last month (Reuters)<\/p>\n<p>A readout after the meeting between Sir Keir, President Zelensky, French president Emmanuel Macron and German chancellor Friedrich Merz, said they &#8220;condemned Russia&#8217;s large-scale missile and drone attacks \u2013 including the repeated use of the Oreshnik missiles \u2013 on Ukrainian cities with a tragic toll on civilians, as well as irresponsible and dangerous Russian drone incursions into Nato territory&#8221;.<\/p>\n<p>It added: &#8220;The leaders underlined the urgent need to scale up the production of interceptors and co-develop anti-ballistic missile and deep strike capabilities, and to support the future sustainability of the Ukrainian armed forces.&#8221;<\/p>\n<p>The three leaders on Sunday also set out five conditions for Russia to meet in any peace deal: including that Russia must agree to an immediate and complete ceasefire, that the &#8220;current line of contact&#8221; should be the starting point for negotiations and that there are robust guarantees on Ukraine&#8217;s safety. Russian assets will remain frozen until it compensates Ukraine for the war and Europe should get a say in any agreement, the leaders said.<\/p>\n<p>The drone strike on Sunday damaged a storage centre for spent nuclear fuel nine miles from the Chernobyl plant. The attack sparked a fire that was extinguished within an hour and radiation remains within safe levels, officials said.<\/p>\n<p>In a post on social media, Mr Zelensky said the focus of Sunday&#8217;s meeting would be &#8220;our defence in the war, greater cooperation for the security of all of Europe in the area of air defence&#8221; and discussion of diplomatic prospects.<\/p>\n<p>&#8220;Europe must be part of the negotiations and must be strong,&#8221; he said.<\/p>\n<p>On Saturday a large-scale Ukrainian drone attack targeted St Petersburg, Russia&#8217;s second-largest city, highlighting Kyiv&#8217;s growing ability to hit deep inside Russian territory.<\/p>\n<p>&#8220;We will not just silently die.
