{"id":30584,"date":"2026-08-19T19:45:26","date_gmt":"2026-08-19T19:45:26","guid":{"rendered":"https:\/\/www.europesays.com\/ukraine\/30584\/"},"modified":"2026-08-19T19:45:26","modified_gmt":"2026-08-19T19:45:26","slug":"drones-threaten-aid-operations-in-ukraine-warns-un-chief","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ukraine\/30584\/","title":{"rendered":"Drones threaten aid operations in Ukraine, warns UN chief"},"content":{"rendered":"<p>KYIV, Ukraine (AP) \u2014 The intensifying use of drones against civilians and humanitarian workers is a dangerous obstacle for aid operations in <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/russia-ukraine\" rel=\"nofollow noopener\" target=\"_blank\">Ukraine,<\/a> the U.N.&#8217;s humanitarian chief, Tom Fletcher, said on Wednesday. <\/p>\n<p>Fletcher spoke to The Associated Press in an interview after a visit to the southern city of Kherson, where he witnessed how <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-fpv-drones-kherson-26acbf51b11732eeb0972f6c37d28b3e\" rel=\"nofollow noopener\" target=\"_blank\">communities there are coping while living under the constant threat of Russian drones.<\/a> Fletcher described the visit to Kherson, split by the <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-occupation-kherson-special-forces-9cca826e96ca244a7fea12649ff154ac\" rel=\"nofollow noopener\" target=\"_blank\">Dnipro River,<\/a> which acts as an active front line, as \u201cquite chilling.\u201d<\/p>\n<p>Russian forces occupy the eastern bank, while Ukrainian forces hold the western bank. From across the water, kamikaze and surveillance drones routinely hunt and attack civilians, vehicles and public transit. <\/p>\n<p>\u201cIt really gives us an insight into the dangers ahead of us,\u201d he said. <\/p>\n<p>The threat is also making it harder for <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/humanitarian-crises\" rel=\"nofollow noopener\" target=\"_blank\">humanitarian organizations<\/a> to reach people who need assistance.<\/p>\n<p>Fletcher spoke after attending a commemoration for two humanitarian workers who had died while doing their jobs.<\/p>\n<p>\u201cDrones are a real threat to not just civilians but the humanitarians who are here to protect them,\u201d Fletcher said. <\/p>\n<p>He said that aid workers are protected under international humanitarian law and yet marked humanitarian vehicles have still been hit. \u201cSo that does restrict what we can do,\u201d he said. <\/p>\n<p>Local organizations are particularly exposed. More than two-thirds of operations funded through Ukraine\u2019s humanitarian fund are carried out by local organizations, according to Fletcher.<\/p>\n<p>\u201cThey\u2019re the ones who are saying most loudly to us, we\u2019re not protected,\u201d he said.<\/p>\n<p>Fletcher said the <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/united-nations\" rel=\"nofollow noopener\" target=\"_blank\">U.N.<\/a> needs more than $2 billion for its prioritized humanitarian response in Ukraine this year, with winter among his biggest concerns. Damage to civilian infrastructure, including electricity, water and gas systems, could once again leave millions vulnerable during the harsh winter months, raising fears of a repeat of last winter\u2019s severe conditions.<\/p>\n<p>The U.N. has sharply narrowed its humanitarian priorities all over the world as donor funding has fallen. Fletcher said the organization initially identified 87 million people facing the most severe humanitarian needs, but that figure has since risen to about 92 million with the onslaught of Ebola in Africa, the earthquake in Venezuela and other conflicts. <\/p>\n<p>The U.N. is seeking $23 billion to provide life-saving assistance to those people and had raised about $11 billion, said Fletcher.<\/p>\n<p>    <a class=\"AnchorLink\" id=\"html-embed-module-a00000\"\/><\/p>\n<p>\n    Sign up for Morning Wire:<br \/>\n    Our flagship newsletter breaks down the biggest headlines of the day.\n  <\/p>\n<p>Ukraine is relatively well funded compared with many other crises, he added, with roughly 70\u201375% of its hyper-prioritized funding requirement covered. But even full funding of the humanitarian plan would <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-humanitarian-suffering-civilians-winter-7a2ce2e97d3da6f21ae81a9f64cbc3a5\" rel=\"nofollow noopener\" target=\"_blank\">address only part of Ukraine\u2019s needs.<\/a><\/p>\n<p>Fletcher also admitted that raising money for humanitarian operations has become more difficult as governments have increasingly redirected spending toward defense and domestic priorities.<\/p>\n<p>\u201cWe\u2019re in a more transactional world, I would say a more selfish world,\u201d he said.<\/p>\n<p>Fletcher said the U.N. now has to demonstrate that it is using limited taxpayer money efficiently and strategically.<\/p>\n<p>\u201cWe have to show governments that we are spending their taxpayers\u2019 money sensibly, wisely, in a prioritized way,\u201d he said.<\/p>\n<p>In a stark new assessment released on Wednesday, the U.N. warned that 907 aid workers were victims of violence last year and over 1,000 <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/un-humanitarian-aid-workers-killed-gaza-sudan-40e205b90bf0b0e90e5090f79aade35a\" rel=\"nofollow noopener\" target=\"_blank\">have been killed<\/a> in three years.
