Kyiv has used domestically developed <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-drone-strikes-8d9eb77fc5fc29c4771503b75f98b1f4\" rel=\"nofollow noopener\" target=\"_blank\">long-range drones<\/a> to target vital oil facilities, triggering <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-fuel-crisis-gas-ec7e67f94ead8bf3ba064c785c2a8871\" rel=\"nofollow noopener\" target=\"_blank\">fuel shortages<\/a> that Putin publicly admitted, and <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-putin-wildberries-kim-48c331f100a1d981959c5d75a1397d21\" rel=\"nofollow noopener\" target=\"_blank\">major commercial hubs<\/a>, embarrassing the Russian leadership.<\/p>\n<p>Ukraine has also reeled from relentless Russian aerial attacks that have smashed its power grid ahead of winter and heavily damaged homes, as <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/russia-ukraine\" rel=\"nofollow noopener\" target=\"_blank\">Russia\u2019s invasion<\/a> stretches into its fifth year.<\/p>\n<p>The decree may pressure owners to undertake repairs<\/p>\n<p>The Kremlin\u2019s intentions with Putin\u2019s decree, announced late Monday, are unclear. However, it applies to various sectors, including energy and fuel infrastructure, industrial, communications, transport and logistics facilities.<\/p>\n<p>Kremlin spokesman Dmitry Peskov said Tuesday that \u201coften business owners do not pay enough attention to taking measures to ensure safety, anti-drone safety.\u201d<\/p>\n<p>Given the drone threat against vital economic infrastructure, \u201cwe must take measures, we must ensure our own safety,\u201d Peskov said.<\/p>\n<p>Deputy Prime Minister Denis Manturov said in a statement Monday evening that the decree doesn\u2019t imply nationalization of companies or a change of ownership \u2014 only \u201cinvolvement of the state in the management of an enterprise to solve specific security problems.\u201d<\/p>\n<p>He added that \u201cthis mechanism doesn\u2019t imply widespread use \u2014 targeted, carefully considered decisions will be made at the highest level.\u201d<\/p>\n<p>Russian political analyst Abbas Gallyamov said the measure might be a \u201ctactical\u201d step designed to make the owners of repeatedly damaged oil refineries undertake repairs that they might otherwise shy away from.<\/p>\n<p>\u201cGiven the fact that the same refinery has already been hit three to five times, it\u2019s safe to assume that the owners are now reluctant to invest in restoring what\u2019s been destroyed,\u201d he said on the Telegram messaging app.<\/p>\n<p>\u201cWhy spend billions if they\u2019re going to get hit again tomorrow?\u201d asked Gallyamov, who once worked as a speechwriter for Putin.<\/p>\n<p>The government is giving companies an ultimatum, he said: \u201cIf you don\u2019t finance the restoration of the refineries, we\u2019ll take them away from you.\u201d<\/p>\n<p>    <a class=\"AnchorLink\" id=\"html-embed-module-a00000\"\/><\/p>\n<p>\n    Sign up for Morning Wire:<br \/>\n    Our flagship newsletter breaks down the biggest headlines of the day.\n  <\/p>\n<p>Russia suffers major economic challenges due to Ukrainian strikes<\/p>\n<p>In the latest attacks, Ukraine\u2019s General Staff said Tuesday its forces struck facilities at Russia\u2019s Afipsky oil refinery in the Krasnodar region overnight, causing a fire. Krasnodar Gov. Veniamin Kondratyev said a fire broke out at an oil refinery in the town of Afipsky.<\/p>\n<p>A Ukrainian attack also damaged the Novoshakhtinsk oil refinery in southern Russia\u2019s Rostov region overnight and halted operations, Rostov Gov. Yuri Slyusar said Tuesday. He didn\u2019t provide any other details.<\/p>\n<p>Russia faces fundamental <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-war-economy-taxes-ukraine-putin-aa58356ff3c5cf04c5dbf795dddfb90f\" rel=\"nofollow noopener\" target=\"_blank\">economic challenges<\/a> as the costly war drags on. The government has raised taxes and increased domestic borrowing to keep Russia\u2019s budget deficit under control, and taking over major companies could potentially bring it windfall revenue.<\/p>\n<p>At the same time, taking over damaged assets could bring another financial burden for authorities. The Kremlin may intend the measure as a way to pressure companies to shoulder more responsibility for air defense, as Russia\u2019s vast territory is hard to protect comprehensively.<\/p>\n<p>Russia has also introduced more help for its biggest online retailer, Wildberries, and businesses selling goods through it \u2014 the company and thousands of sellers working with it were hit hard by Ukrainian strikes on warehouses.
