PHOENIX (AZFamily) — Two fired Phoenix police officers face multiple felony charges after they allegedly used a patrol vehicle equipped with emergency lights to pull over a couple, whom they then kidnapped and assaulted, according to Maricopa County court documents.
Antonio Luis Felix and Luis Ricardo Vasquez Jr. were charged in a direct complaint filed Tuesday by the Maricopa County Attorney’s Office.
The charges stem from an Aug. 5 incident in which prosecutors say Felix and Vasquez used intermittent patrol vehicle lights to pull over a 2014 Dodge Charger. Prosecutors also allege the defendants rammed the victims’ rear bumper with their vehicle during the stop.
According to the complaint, the two men held a man and a woman against their will.
Vasquez is accused of holding the man at gunpoint during the encounter, causing damage to the car’s driver’s side window and hurting him when he was unable to fight back.
Felix is accused of physically injuring the woman while she was unable to resist.
Prosecutors also allege the defendants destroyed or concealed a cellphone to keep it from being used as evidence in subsequent official proceedings.
Felix and Vasquez face several charges, including:
- Two counts of kidnapping (Class 2 felonies)
- Aggravated assault (Class 3 dangerous felony for Vasquez; Class 6 felony for both)
- Aggravated assault on an impaired victim (Class 6 felony for Felix)
- Tampering with physical evidence (Class 6 felony)
- Conspiracy to commit hindering prosecution (Class 5 felony)
- Threatening or intimidating (Class 1 misdemeanor)
The motive for the attack remains unknown. Phoenix Police confirmed that the officers did not know the victims prior to the stop.
Detectives said Vasquez and Felix admitted to the crimes, and the two have since been fired.
The two suspects are out on bond.
