US Rep. Castro announces release of 9-year-old San Antonio girl, her father from Dilley ICE facility

DILLEY, Texas – Congressman Joaquin Castro (D-San Antonio) said a father and daughter from the Alamo City were released from an immigration detention facility in Dilley.

Following his latest visit to the facility, which is operated by the U.S. Immigration and Customs Enforcement, Castro announced the release of Jesús Bracho and his 9-year-old daughter, Katherine.

Earlier this month, Castro said the two were detained by Texas Department of Public Safety troopers during a traffic stop.

A spokesperson for Castro’s office said the family members were detained on July 1, 2026, near Loop 410 and U.S. Highway 90 on the West Side.

When troopers stopped him, Castro said Bracho told his daughter, Katherine, to go inside his employer’s home.

“DPS called ICE and took Jesús,” Castro wrote in an Aug. 7 post to X. “ICE agents came back and then forced him to lure his daughter out so they could take her too.”

A DHS spokesperson at the time told KSAT the father and daughter would remain in ICE custody “pending approval.”

Castro is also calling for the release of Maria Rocio Rocha, the mother of a San Antonio midshipman with the Navy. The congressman said ICE detained Rocha Aug. 25 while attending a green card interview.

Rocha requested a visit directly with Castro’s congressional office.

“Despite the fact I presented them with the form, they denied me the ability to see Maria, claiming that we need 48 hours notice in order to do that,” Castro said. “Despite the fact that, as a U.S. member of Congress who’s doing an official inspection, I’m trying to see somebody who’s in this detention center, who has given me permission to visit with her. And they’re still denying me that opportunity.”

In all, the congressman has visited the family detention center in Dilley nine times this year and has continued to urge for the facility’s investigation and closure.

DHS officials have maintained that the facility is lawfully operated and guarantees the safety of its detainees.
