The regular meeting of the Fort Worth City Plan Commission was preceded by a work session with the same commissioners and staff, 12:34-12:55 p.m. This work session only discussed cases that were also on the regular meeting agenda. Chair Don Boren called the meeting to order at 1:29 p.m. Stephen Murray, staff facilitator, read the normal opening statement and noted a quorum. Johnson moved for approval of the July 9 meeting minutes and Farda seconded. Motion passed with one abstention, Cranz. The following cases were reviewed for commission approval of staff recommendations, as described in the meeting agenda.
- FS-25-132. Fort Worth Country Club Lot 1R, Block 1; waiver request to Section 31-106(c)(3): Council District 7
Applicant Ty Thompson, Baird Hampton & Brown Inc., requested a continuance to make revisions to the application. Henderson moved to continue the case to the Aug. 20 regular meeting and Cranz seconded. Motion passed unanimously.
- VA-25-010. Vacation of a portion of Bourine Street: Council District 7
Applicant Thompson also requested a continuance for this related case. Henderson moved to continue the case to the Aug. 20 regular meeting and Lamberth seconded. Motion passed unanimously.
- PP-25-032. Hickory Addition; waiver requests to Sections 31-101(d)(1), 31- 102(b)(2) and 31-106(d)(1): 47 single-family lots. Extraterritorial Jurisdiction, Wise County
This case was tabled until later in the meeting in an unsuccessful attempt to have the applicant join the meeting to address questions. Staff was able to confirm that although the proposal had not been reviewed by the Fort Worth Fire Department due to jurisdiction, it was remote enough to make it an unlikely candidate for annexation in the near future. Cranz also noted that the applicant had provided a letter that explained the request well.
Applicant: Claymore Engineering Inc. on behalf of MRW2 LLC
Staff recommendation: 1) approval of a waiver to Section 31-101(d)(1) of the Subdivision Ordinance to allow a residential development with a connectivity index of 1.0 instead of the minimum required 1.4; 2) approval of a waiver to Section 31-102(b)(2) of the Subdivision Ordinance to not require extension of streets to the plat boundary to provide future connection with adjoining unplatted lands to the east and west of the proposed subdivision; 3) approval of a waiver to Section 31-106(d)(1) of the Subdivision Ordinance to allow a cul-de-sac serving 1-acre or larger lots to be 1,691 feet long rather than the maximum allowed 1,350 feet; and 4) conditional approval of the preliminary plat upon meeting the platting comments in the staff report.
Action: Farda moved to approve staff recommendation and Crane seconded. Motion passed unanimously.
IV. VA-25-008. Vacation of a portion of North Service Street right-of-way adjacent to Lot B-R, Block 1, Western Hills Addition, Section 1: Council District 3
Prior to the meeting, the applicant had requested this case be continued to the Aug. 20 regular meeting. Tidwell moved to continue it and Henderson seconded. Motion passed unanimously.
V. PP-24-008. Maverick; revision/waiver request to Section 31-106(d)(1): 178 single-family detached residential lots and 15 private open space lots. Council District 3
Applicant: LJA Engineering Inc. on behalf of PMB Rolling V South Land LP
Staff recommendation: 1) approval of a waiver to Section 31-106(d)(1) of the Subdivision Ordinance to allow 33 lots on a cul-de-sac rather than the maximum allowed 30 lots; and 2) conditional approval of the preliminary plat revision upon meeting the comments in the staff report.
Ryan Burgess spoke for the applicant. He noted that the topology of the land was a driver for the request, including having Dutch Branch Creek to the north and the Fort Worth/Benbrook city limit line to the east. He also discussed the features of the homes to be built on this property, in particular that every home would have a sprinkler system and other enhancements. Also, in response to a question from Henderson, he pointed out that the three additional homes over the ordinance limit were located near the point of entry, closer to the intent of the ordinance but still requiring a waiver. Tidwell called the inclusion of sprinklers “very positive” but asked how the builder could be held accountable for their inclusion. After some discussion, Richard McCracken, city attorney, recommended this restriction be included in the motion to approve the request.
Action: Tidwell made the motion to approve the staff recommendation, with the addition that all houses be equipped with sprinkler systems. Johnson seconded. Motion passed unanimously.
VI. PP-25-010. Prose Basswood; waiver request to Section 31-106(c)(7): 1 multifamily lot and 1 commercial lot. Council District 4
Applicant: Westwood Professional Services on behalf of Alliance Realty Partners LLC
Staff recommendation: 1) approval of a waiver to Section 31-106(c)(7) of the Subdivision Ordinance to not require the extension of Sandshell Boulevard to the northern plat boundary, and 2) conditional approval of the final plat upon meeting the platting comments in the staff report.
Summary: This case requests a waiver to Section 31-106(c)(7) of the Subdivision Ordinance to not require the extension of Sandshell Boulevard to the northern plat boundary. A WebEx participant identified themselves as representing one of the applicants, who intends to purchase part of the property and develop it as multifamily units. However, they are not purchasing the part of the property that is the subject of the waiver. The current owner was not available to address the request. In response to a question from Lamberth, the online speaker said they would not be including the area affected by the waiver in their final plat.
Action: After discussion between commissioners Murray and McCracken, Lamberth moved to deny the waiver and grant approval of the preliminary plat, with the condition that the road be extended to comply with the ordinance. Johnson seconded, and motion passed unanimously.
Other matters of business:
- Hicks Field Data Center Substation; waiver request to Section 31-150(a)(1): Council District 7
Scott Martsolf (ACS) spoke for the applicant. The uninhabited Oncor accessory building will help expedite further development on the northern tract that has already been platted. Tidwell moved to approve, Henderson seconded. Motion passed unanimously.
Adjournment: After thanking the commissioners for attending training on Friday, the chair adjourned the meeting at 2:20 p.m.
