QUEBEC — Irritated over accusations of trying to muzzle Paul St-Pierre Plamondon, Prime Minister Mark Carney said Tuesday that it was the Quebec premier’s decision not to attend a dinner organized as part of this week’s Canada-European Union summit.

“He was invited to the dinner; he refused,” Carney told reporters in Ottawa.

“We have had three consultations with the Quebec delegation about the European Union accord. It was his decision to leave the chair empty — again.”
