A man has been arrested in connection to a fatal hit-and-run in July that left a 23-year-old dead.
Jose Hernandez De Leon, 31, was arrested Tuesday and faces charges of collision involving a death, according to the Dallas Police Department.
De Leon could be charged with a second-degree felony in connection to the death of 23-year-old Seth Rains, who was hit and killed on July 27.
Rains was leaving a Green Velvet concert with friends at about 2:40 a.m. when a car hit him at Turtle Creek Boulevard and Market Center Boulevard, his mother, Cyndi Rains, and police said.

Rains’ friends attempted to stop the car when they saw the driver trying to leave, his mother said.
“They were like, ‘You just hit our friend, you need to stop,’” she said. “That’s when he slammed on his gas and left. He just took off.”
Rains later died at Parkland Memorial Hospital, according to the Dallas County medical examiner’s office.
Rains was raised in Arlington and went to school in Mansfield. He went on to graduate from Texas Tech in May 2024 with a degree in finance.
