Airport Maintenance Grants

Each year, the city of Fort Worth receives a grant offer from TxDOT. These Routine Airport Maintenance Program (RAMP) grants provide for necessary and routine maintenance items or fund small capital improvement projects at the Fort Worth airports. This grant requires a 10% match of eligible project costs for $100,000, for Perot Field Fort Worth Alliance, Meacham International and Spinks airports. 

The aviation staff made a recommendation to the City Council to authorize the acceptance of RAMP grants for Perot, Meacham and Spinks airports. The board’s motion passed unanimously.

Ordinance to amend code

The Advisory Board recommended that the City Council adopt an ordinance to amend a specified section of the city code that regulates aircraft. 

The board recommended a revision to Fort Worth Code Ordinance, 3-122. This section of the code regulates aircraft movement. 

The code currently reads: 

“Aircraft lights. All aircraft that are being taxied, towed, or otherwise moved at the airport shall have running lights on during the hours of darkness and periods of reduced visibility.”

The board proposed that the current verbiage be changed to read: 

“Every person operating a towing vehicle at night shall operate the equipment with the lights on and ensure that any towed aircraft is lighted (i.e., all aircraft position lights are on) or clearly illuminated (i.e., external lights are shining onto the aircraft to make it clearly illuminated). Additional means of compliance may be granted with approval from the Aviation Director, if applicable, FAA rules, regulations, policies, and procedures are followed.”

The Advisory Board voted unanimously to recommend revised verbiage of City Code Ordinance, 3-122 to the City Council.

Announcements/staff reports

The next Aviation Advisory Board meeting will be Oct. 16 at Meacham International Airport, starting at 3 p.m.

Aaron Barth, Meacham International Airport assistant aviation system director, provided updates: Construction work along Main Street is planned in anticipation of several upcoming high-profile events scheduled for 2026, including the FIFA World Cup 26 and NTT IndyCar Series races. 

Joe Hammond, Spinks Airport aviation assistant director, provided updates: 

As part of the 2023 Master Plan to enhance its facilities and infrastructure over the next 20 years:

  • Service road construction is underway and is expected to be complete in August 2025. This new development will provide access from the east side of the hangar to the new development. 
  • Three additional taxi lanes will be installed.

Lauren Spence, Perot Field director of airport operations, provided the following updates:

  • Phase 1 of the Joint Reseal and Pavement Repair Project will begin on Aug. 5. This is a critical project that will extend the life of the pavement. Five subsequent phases of this project will extend through October 2026. 
  • Taxiway Hotel Extension Project is in the design phase with the intent to build a hangar that will extend an additional 575 feet, enabling direct access to the airport’s taxiway H. Construction on this project is expected to begin by the end of fall 2025.
  • Paramount Pictures has been shooting at this airport for Season 2 of the TV series, “Landman.”
  • The TV series “Lioness” will also enter another season. Alliance does not know at this time what role the airport will serve for their shoot schedule.
