JACKSONVILLE, Ark. (KATV) — On August 15, 37-year-old Carl Walker Jr. was arrested by Internet Crimes Against Children (ICAC) Detectives with Pulaski County Sheriff’s Office Criminal Investigation Division after the execution of search warrant at 2B Ham Court in Jacksonville.
The completion of the search warrant came after multiple CyberTipline reports linked to the residence.
Walker was taken into custody on charges of Failure to Comply with Sex Offender Registry Reporting Requirements warrant.
When interviewed, Walker admitted to uploading and downloading Child Sexual Abuse Material (CSAM) for the past almost year while at the residing location.
Walker was then booked into the Pulaski County Regional Detention Facility on his existing warrant, as well as 20 counts of Distribution/Possession of Viewing of Matter Depicting Sexually Explicit Conduct Involving a Child. He may face additional charges pending forensic examinations of devices that were obtained during the investigation.
PCSO Sex Offender Coordinator Deputy Leverett obtained the warrant for Failure to Comply after he determined that Walker had not reported to the Garland County Sheriff’s Office fir his required registry check-in since 2022.
Further investigation also revealed that Walker had not register with the Jacksonville Police Department even though he had moved to his current address sometime in 2024.
Detective Singleton of the ICAC Unit also discovered more than 30 files of CSAM tied to eight separate CyberTip reports on Walker from platforms including Kik, Dropbox, and Discord.
Walker would admit that he owned these accounts and confirm that he was the one doing all the uploading and downloading. He would estimate that he had uploaded around 30 files and received around 300 files.
This is an ongoing investigation.
