New York dessert shop Chip City Cookies is moving into Texas, with McKinney first on the map, opening Sept. 19, 2025.

Chip City sells generously-sized cookies that are crispy on the outside, soft on the inside. Options range from classic flavors like chocolate chip, confetti and s’mores to trendier ones made with Dubai chocolate or Mike’s Hot Honey.

Chip City started in Queens in 2017, in a cramped storefront where customers would wait in line after being tempted by the latest flavor featured on Instagram.

The company’s co-founders have grown the company to 50 addresses in the United States, from New York to New Jersey, Massachusetts, Illinois, Florida and more. Texas is their next focus.

Phillips co-founded Chip City with Teddy Gailas, a friend since childhood. They’re partnering with Dallasite Igor Stevovic to grow the business in Texas. He’s their first and only franchisee.

“We have hundreds of inquiries in our inbox for franchising, and we have only signed one franchise deal,” Phillips said.

Stevovic and his wife Nikoleta Plavsic lived most of their life in Italy. Stevovic worked in supply chain management for McDonald’s in Italy and France, then grew Raising Cane’s and Shake Shack across the Middle East. They’re now raising kids in Dallas. Their first few Chip City Cookies will open in place of Zero Gradi, the Italian dessert shop that recently closed in McKinney, Frisco and downtown Dallas.

Stevovic said he was drawn to Chip City because Shake Shack founder Danny Meyer’s company Enlightened Hospitality invested $17.5 million in it.

The time is now for cookie companies, Stevovic said. And, indeed, after desserts like frozen yogurt and cupcakes had their heyday in the past two decades in Dallas, cookie shops like Crumbl, Insomnia and Dirty Dough are growing quickly now.

“We realized quickly that we had a product that translated well on social media, and we really leveraged it,” Phillips said of Chip City.

Big boom in Texas, on the way to 500 stores

After Texas’ first Chip City Cookies opens Sept. 19 Phillips said the company will assess its footprint in Texas.

He believes Texas can sustain “north of 40″ locations. And then?

“I don’t have a specific number in mind,” the CEO said. But he’s thinking big.

“I’m sure we could support at least 500 stores across the U.S.”

Chip City Cookies is expected to open at 6650 Alma Road (in the District 121 development), McKinney, on Sept. 19, 2025. First 100 customers get a free cookie with purchase.
