Dallas City Manager Kimberly Bizor Tolbert has announced that Ahmad Goree has been named as her chief of staff, effective Monday, June 30.
Goree brings with him to the City Manager’s Office more than 15 years of service and experience in public administration, strategic leadership and community engagement. He most recently served as the assistant director of program management and communications at the U.S. Small Business Administration, based in the Dallas-Fort Worth District.
In this national role, Goree advised the SBA administrator (a cabinet-level position), the deputy administrator and senior agency leaders on field operations, performance, risk management and external partnerships. He led engagement efforts across the country with elected officials, national and local organizations, educational institutions and government agencies, strengthening SBA’s brand and expanding its outreach impact.
He also worked closely with all SBA program offices to align messaging and improve agency communications nationwide.
Goree is “widely recognized for his results-driven leadership and dedication to public service,” Tolbert said in a press release announcing his appointment. “He has led cross-functional teams, designed high-impact outreach strategies and advised senior officials on policy, communications and organizational effectiveness.
“During the COVID-19 pandemic, his leadership was vital in connecting businesses across the Dallas region to critical federal resources,” the press release continued. “His work included oversight of marketing and community engagement across 72 Texas counties, supporting more than 900,000 small businesses and reaching more 2 million residents.”
Goree holds a master of liberal arts, political science degree from Dallas Baptist University and is currently a Ph.D. Candidate in Urban Planning and Public Policy at University of Texas at Arlington. He is a dedicated mentor to emerging public sector professionals and is known for fostering a positive, respectful, and collaborative workplace culture, the press release said.
As Tolbert’s chief of staff, Goree will provide direct support to the city manager in advancing city council priorities and working closely with the executive leadership team. He will lead internal and external stakeholder engagement on behalf of the city manager and provide oversight to the mayor and city council office.
