JACKSONVILLE, Fla. – After the city of Jacksonville’s Office of Inspector General (OIG) investigated complaints about hiring and title changes at the Jacksonville Housing Authority (JHA), the agency agreed to strengthen its internal controls to prevent future issues, according to a report from the OIG.
JHA is a large public housing authority serving thousands of residents in Jacksonville.
The OIG investigation focused on claims that JHA leaders, primarily Mamie Davis and Roslyn Mixon Phillips, misused their positions to hire an unqualified person for an accountant job and falsified their titles to get access to federal systems.
According to the report, the OIG found procedural problems but no clear evidence of criminal falsification or an intentional cover-up.
The OIG found that JHA did not follow its own hiring policy for the Accountant III hire because the employee was hired without the usual posting, screening, or clear documentation.
As a result, JHA committed to implementing streamlined hiring procedures and training to prevent similar issues and to strengthen its internal controls.
