SAN ANTONO – The Bexar County Medical Examiner’s Office has identified the final victim of the catastrophic flood that struck San Antonio earlier this month, claiming 13 lives.

Esther Chung, 77, was confirmed Monday as the last of the victims. She, along with the majority of those who died, was swept away by fast-moving waters at the crossing of Loop 410 and Perrin Beitel Road — an area long known to be vulnerable during severe weather.

The other victims, identified by authorities, include:

  • Derwin Anderson, 43 — Callaghan and Hwy 90
  • Roseann Cobb, 41 — Wurzbach Parkway
  • Carlos Valdez III, 67 — 410/Perrin Beitel
  • Martha De La Torre Rangel, 55 — 410/Perrin Beitel
  • Victor Manuel Macias Castro, 28 — 410/Perrin Beitel
  • Matthew Angel Tufono, 51 — 410/Perrin Beitel
  • Christine Gonzalez, 29 — 410/Perrin Beitel
  • Rudy Garza, 61 — 410/Perrin Beitel
  • Josue Pinadelatorre, 28 — 410/Perrin Beitel
  • Andrew Sanchez, 60 — 410/Perrin Beitel
  • Brett Riley, 63 — 410/Perrin Beitel
  • Stevie Richards, 42 — 410/Perrin Beitel

The flood, triggered by a torrent of heavy rain, led to widespread road closures, infrastructure damage, and ongoing recovery efforts across the city. Officials say the Loop 410/Perrin Beitel crossing remains a top concern as they work to address flood-prone areas and prevent future tragedies.
