STATEN ISLAND, N.Y. — The New York City Housing Authority is making it easier for developers, general contractors and property managers to apply for projects that improve the lives of the hundreds of thousands of New Yorkers.
On Wednesday, NYCHA released a Request for Qualifications (RFQ) to solicit partners for the Permanent Affordability Commitment Together (PACT) program, which is the agency’s version of the Rental Assistance Demonstration (RAD), a U.S. Dept. of Housing and Urban Development (HUD) program created for housing authorities to access federal capital to improve developments and ensure their affordability.
Under PACT, NYCHA establishes public-private partnerships with private developers, property management companies and social service providers to carry out much-needed overhaul renovations of its developments. The program also converts the properties from Section 9 (public housing) to project-based Section 8, the Housing Choice Voucher program.
Outside entities looking to partner with NYCHA on these projects can apply through the RFQ, with submissions now being accepted on a rolling basis, as opposed to past years when they were considered annually.
Through the applications, NYCHA will create a list of pre-qualified developers, property managers and general contractors who will then be eligible to partner on future PACT projects.
“We’ve seen incredible transformations through PACT, largely in part to the partnerships we’ve forged since the program began in 2016,” said NYCHA Chief Executive Officer Lisa Bova-Hiatt. “By opening a rolling RFQ process, NYCHA is able to continuously diversify and deepen the bench of quality, trusted PACT partners, whose core mission aligns with our own: providing residents with comprehensive renovations and enhanced property management, and ultimately, improving the quality of their day-to-day lives.”
The PACT program is already working to improve the lives of more than a thousand Staten Islanders living on the borough’s North Shore.
Last July, NYCHA and BFC Partners broke ground on a $332.3 million PACT renovation of the NYCHA West Brighton I and II complex that includes a complete overhaul of its apartments, building infrastructure and common areas.
All apartments will receive free Wi-Fi, new kitchens, bathrooms, flooring, windows, paint, doors and more, while infrastructure upgrades include enhancements to building security, heating and cooling, water and plumbing and ventilation. The project will also improve public spaces, community safety, landscaping and building entryways, according to NYCHA.
According to the agency’s website, more than 21,000 apartment units have received repairs or are in progress under the PACT program. There are currently 139 active PACT projects.
“Our PACT partners have helped NYCHA invest over $8.6 billion in our communities, and this work would not be possible without strong partner teams,” said NYCHA Executive Vice President and Chief Real Estate Officer Jonathan Gouveia. “We are excited to open the RFQ process to expand the roster of partners to join us in reinvesting in, restoring, and rebuilding NYCHA communities.”
To view and respond to the RFQ, interested entities should download the RFQ from NYCHA’s PACT website and register for NYCHA’s iSupplier system.
