Effective Oct. 17, Orange Park Mall will require minors to have adult supervision on Fridays and Saturdays.

Each adult guardian must be age 21 or older and may supervise up to four minors.

“This policy reflects priorities identified in collaboration with the Clay County community,” Orange Park Mall General Manager Randy Bowman said in a news release.

“We are committed to providing an environment where families, neighbors, and visitors feel welcome. These enhancements, along with our local partnerships, help ensure that Orange Park Mall continues its long-standing role as a family-friendly center for the community.”

The policy was developed in coordination with the Clay County Sheriff’s Office, the release said.

The mall has made headlines with some violent incidents.

In 2024, deputies investigated fights on the property and a nearby shooting. In February 2025, a fight involving five males was caught on camera. Four months later, the sheriff’s office forced hundreds of juveniles to leave the mall after causing disruptions.

“Orange Park Mall has been an important part of Clay County for more than 50 years, and we are proud to partner with them to ensure the center reflects the values of our community,” Clay County Sheriff Michelle Cook said.

“Together, we are excited to work alongside the Orange Park Mall team to build a stronger community for families, residents, and businesses.”

The initiative builds on efforts by new mall owner Second Horizon Capital to shape the future of the 50-year-old center through infrastructure investments, expanding amenities and strengthening programming.

“Orange Park Mall is a central retail destination within Clay County and the greater Jacksonville area, with strong long-term potential for enhancement,” Second Horizon Capital Partner Howard Levine said in an email.

“Through intentional investments in the center’s shopper experience, elevating our operations, and deepening connections with our local community, we are excited to support Orange Park Mall in continuing its 50-year legacy as a dynamic, welcoming hub for residents, visitors, and tenants.”

Opened in 1975, the mall has more than 120 national and local retailers, a 24-screen AMC Theatre and more than 20 restaurants. It is at 1910 Wells Road.

Boca Raton-based Second Horizon bought the mall in August for $60.5 million.
