An uninsured driver hit me, fled, and was caught because of my photos and CHP assistance.

The law needs to improve to protect law-abiding drivers from lawbreakers. Since the DMV monitors drivers’ insurance compliance, it should promptly act on insurance lapses by impounding uninsured vehicles and notifying law enforcement to ticket offenders and summon them to court to be held accountable.

The price of noncompliance should be greater than the price of compliance. The first-offense penalty for driving uninsured is $450; for the second, it’s $1,000. My car insurance is $2,000 a year with a good driver discount. Weighing the costs: uninsured price of $0 (if not caught) or $450 (if caught) versus insured price of $2,000 (if law-abiding).

If I were so inclined, why would I waste money buying insurance if I could likely get away without it, to save money and let other people pay the price for my negligence?
