CHICAGO (WLS) — New policy changes from the Trump administration could soon force thousands of formerly homeless people back on the streets.

The Department of Housing and Urban Development published new rules in November for its Continuum of Care Program, which provides permanent housing to those in need, including those living with mental illness and disabilities.

Under the proposed changes, funding would shift away from permanent housing, and focus instead on transitional housing programs, which may have require work or other service.

More than 100 groups statewide rely on HUD funding to run affordable apartment buildings or pay rent subsidies to private landlords for people most at-risk of becoming homeless, mainly those who live with long-term disabilities or severe mental illness.

Housing experts warn the new HUD rules could push vulnerable people back into homelessness, and ultimately prove counterproductive.
