New York’s Department of Agriculture is reminding animal shelters and rescues about major changes to care standards taking place next week.
The new law, known as Article 26-C, takes effect on Dec. 15 and establishes mandatory licensing, enforceable care requirements and regular inspections for shelters that house cats and dogs.
Commissioner Richard Bell says the first year will serve as an educational period, with inspectors visiting facilities to help meet the updated rules. The department has spent the last year holding training sessions and preparing organizations for the transition.
Officials say New York was the first state to invest in shelter capital upgrades, dedicating more than $48 million since 2017. A new round of $10 million in grant funding was announced last month to help shelters make improvements and comply with the new standards.
