Ex-Phoenix school coach suspended from teaching after 2023 student drowning

PHOENIX (AZFamily) — A former Cesar Chavez High School head football coach can’t teach for two years after his certificate was suspended in November.

The Arizona State Board of Education approved an agreement that suspends William Chipley Jr.’s teaching certificate for two years. The suspension is linked to the drowning of 15-year-old student-athlete Chris Hampton, which happened during a team trip Chipley was supervising to Show Low Lake in July 2023.

The suspension includes two mandatory conditions that Chipley must finish before he can teach again. Chipley has to give two presentations about best practices for off-campus activities with large student groups, including supervision, safety protocols and communication with parents and school administration. He will also need to complete coursework on coordinating off-campus activities.

Both the presentations and coursework must be completed at Chipley’s own expense. Proof of completion must be submitted to the enforcement unit before his teaching certificate can be reinstated.

Last year, Hampton’s family filed a $50 million lawsuit over the teen’s drowning. According to a report from the Navajo County Sheriff’s Office, Hampton should have been on the same bus as Chipley when the football team left the lake for Blue Ridge High School, where they were staying overnight. However, no one noticed Hampton was missing right away.

The report said Chipley began crying when he realized that Hampton was not on the bus and was upset about having to tell his family he was missing.

Hampton was reported missing on July 17. His death was ruled an accidental drowning.

Chipley and the school’s athletic director submitted their resignations days later.

“The sad part about the case is that the coaches left Christopher at the lake, got on the bus, and drove all the way back to the camp and didn’t even do a headcount,” Benjamin Taylor, Hampton’s family’s attorney, said nearly two years ago when the bodycam video was released.
