There are no real global rules as to what changes a version number so it is up to the company/team.

The most common way to version is by saying the first number is major update (big feature, compatibility breaking changes, etc), the second is for minor changes like smaller features that are likely to not even break compatibility with lesser versioned software. And then the third number is reserved for bug fixes.

Said that, the difference of what is considered a major or minor change is pretty much opinion of whoever is in charge.
