BEXAR COUNTY, Texas —The Bexar County Sheriff’s Office gave details on three arrests made in separate cases being handled by the Child Safe Unit on Thursday.

BCSO says Wheeler was previously arrested over the summer for a separate incident involving continuous sexual abuse of a child. Sheriff Salazar said Wheeler had been engaging in sexual contact with a child at the time between the ages of 2 to 4 until she was about 11-years-old.
Wheeler was out on bond for that case at the time of his most recent arrest. BCSO said they were contacted by an outside agency after an undercover officer began conversing with Wheeler on the “dark web.” Wheeler allegedly exchanged photos with the undercover officer depicting child pornography.
Investigators believe the photos may have depicted the same victim in the continuous sexual abuse case.
Wheeler was rearrested on Thursday in Far West Bexar County without incident, deputies said.

The second arrest, in a separate case, was for suspect Joel Garza, 45. BCSO said he was arrested for invasive visual recording after someone reported inappropriate photos of children found on Garza’s phone.
Investigators believe Garza may have known the child that was shown in the photos.

The third suspect arrested, in a separate case, was Eduardo Terrones Mora, 57, arrested for indecency with a child-exposure. According to BCSO, a 12-year-old girl was followed by a car and the suspect exposed himself to her, also attempting to lure her into the vehicle. The victim ran home and was able to provide a description to deputies who tracked down Mora.
