The Phoenix Police Department has released new information in a Facebook post regarding a fatal shooting involving an officer.

At about 11:24 a.m. on Dec. 7, Phoenix police received a report of an armed man in a neighborhood near 7th Avenue and Beardsley Road, the post said.

Several minutes later, a second report was made claiming the armed man was now threatening to shoot someone, according to police.

Officers arrived on scene and began searching the area. One officer found the man, identified as Michael Frank Breuer, 75, holding the firearm and took cover behind his patrol car, police said.

Despite commands given by the officer to drop the weapon, Breuer continued to walk toward the officer with his gun raised, according to police. The officer then shot him, police said.

Body camera footage of the incident showed Breuer sitting down on the sidewalk before aiming his firearm at the officer a second time, according to the Facebook post.

The officer fired his weapon again, separating Breuer from the gun. The officer then detained the man, police said.

Breuer was taken to the hospital, where he later died from his injuries, police confirmed.

Investigators later determined that Breuer had made both reports to police, according to the Facebook post.

This incident was being investigated by the major incident division of the Department of Public Safety and will be reviewed by the Maricopa County Attorney’s Office.

Additionally, an administrative investigation conducted by the Phoenix Police Department will determine whether the actions of the officers were consistent with department policy and the law, the Facebook post added.

A Phoenix Police Department online dashboard reported 16 shootings by officers this year. Additionally, there have been at least 73 police shootings in Maricopa County so far in 2025.
