At a December ceremony, the Scottsdale Fire Department honored professionals as well as volunteers.

Capt. Courtney Waters was honored as “Officer of the Year.”

According to the department, “Capt. Waters exemplifies the highest standards of leadership, integrity, and service. 

“She is the embodiment of Scottsdale Fire’s core values … Her dedication to her crew, her department, and the community is unmatched.”

She was praised as a leader who “consistently goes above and beyond in every aspect of her role. 

“She is a leader who not only serves but uplifts—mentoring the next generation of firefighters, staying late to help others prepare for promotional exams, and ensuring that every member of her team feels supported, valued, and heard.”

Doug Wilson was named “Civilian Employee of the Year.”

According to the SFD, Wilson is “a dedicated professional whose expertise, reliability, and unwavering commitment have made a profound impact on the Scottsdale Fire Department.

He is a fire protection engineer who “has been instrumental in the development and implementation of the new EPL/SPUR system, a project that has spanned over a year and a half. 

“Despite managing an extraordinary workload—reviewing an average of 300 fire plans per month while covering for a vacant position—Doug has remained a consistent and invaluable presence throughout this critical transition.”

Wilson was praised for his “collaborative spirit, attention to detail, and deep understanding of fire code and protocol have ensured that the new system is built on a foundation of accuracy, efficiency, and compliance … and a shining example of what it means to serve with integrity and purpose.”

Rey Igliane took home the honor of “Firefighter/Engineer of the Year.”

“His unwavering commitment to excellence, mentorship, and integrity has left a lasting impact on both his colleagues and the community he serves,” the department said of Igliane.

He is a senior firefighter who “has taken every opportunity to teach, encourage, and uplift others, modeling the importance of attention to detail, a positive attitude and personal accountability.”

Igliane received praise for “his selfless leadership and eagerness to serve are evident in every drill, every call, and every moment spent supporting his team.”

Tony Lombardi received the Eddie Loggins Lifetime Achievement Award, which is “reserved for individuals whose careers have been defined by unwavering dedication, visionary leadership, and a legacy of service that transcends time.”

The department said Lombardi “has been a cornerstone of Scottsdale Fire—shaping its culture, mentoring its people, and guiding its evolution with wisdom, humility, and heart. 

“His leadership has not only strengthened the department but has also elevated the standard of public service in our community.”
