Phoenix police arrest 3 suspects in ‘sophisticated’ retail theft crime ring

  • July 11, 2025

PHOENIX (AZFamily) — Three people have been arrested after Phoenix Police Department detectives dismantled what they called a sophisticated retail theft crime ring in the Valley.

On Thursday, police identified the suspects as Marcos Ortega Hernandez, Yuli Esther Degante Vigueras and Nephtali Santiago-Garcia, all of whom have been indicted on felony charges stemming from the alleged operation.

According to the Phoenix PD, detectives identified a crew believed to be responsible for stealing $160,000 worth of products, mainly from Bath & Body Works locations across the Valley. Police say that the crooks were also linked to similar crimes in Texas and Nevada.

After some time, Garia and Vigueras, who are married, were identified as buying stolen products from the theft crew and then reselling them for a profit. In a news release, authorities detailed that their Glendale home would often serve as a “storefront” where buyers would come in to buy stolen merchandise through online platforms.

As investigators continued their work, Hernandez was identified as a delivery driver who would take goods meant for major retailers, such as Bath & Body Works, Old Navy, Victoria’s Secret, Gap, and Banana Republic, but would instead deliver them to the couple. Detectives alleged that he diverted about $200,000 for illegal resale in exchange for about $72,000 in payments from the couple.

A search warrant of Garia and Vigueras’ home in the West Valley ended with detectives uncovering more than $355,000 in unopened products from Bath and Body Works as well as $5,000 in new items from Victoria’s Secret. Both were arrested during the search.

Hernandez was ultimately arrested on June 26 after a similar search warrant turned up more stolen goods, police said.

“Organized crime has no place in our city, and we are aggressively pursuing those that are responsible. I could not be prouder of the professionalism, determination and teamwork displayed by those detectives, civilian investigators, and officers involved in this case,” said Phoenix Police Assistant Chief Ed DeCastro. “To the community, thank you for your trust and your support.”

In the last three years, the Maricopa County Attorney’s Office has focused extensively on combating organized retail crime, something County Attorney Rachel Mitchell has repeatedly spoken about.

“Since 2022, we have successfully prosecuted nearly 900 ORC cases, and we have recovered millions in stolen goods. That includes 303 convictions last year, which is a record number for us,” Mitchell said during Thursday’s news conference.
