Phoenix crews are back on the roads, putting down “cool pavement,” but critics wonder if it’s worth the price because of the mixed results. The special pavement is a lot more expensive and an ASU study found it only decreases the temperatures by at most half a degree. That study also found that the light reflected off the road makes it hotter for pedestrians. Amy Cutler has more.
