After taking out $93 million from the proposed five-year capital improvement plan for two specific water projects, Scottsdale City Manager Greg Caton has put the money back in the document — sort of.
While Caton put $100 million back into the document for water projects, there is no guarantee it will be used for the projects initially intended.
In February, Caton removed $25 million from the document for the city’s share for the
