A man who police said stomped on a woman and beat her with a rock has been arrested on a murder charge after the woman died in the hospital this week.

Steven Black, 47, is accused of murdering 50-year-old Susan Watkins, who was found severely beaten in a parking lot at 924 S. Jennings Ave. in Fort Worth on July 9, according to an arrest-warrant affidavit.

Fort Worth police first received a call at about 8:49 a.m. that a man was stomping on a woman’s head in the parking lot, according to the affidavit.

When police arrived, they found a woman, later identified as Watkins, unresponsive and beaten, officers said in the affidavit. A rock was lying next to her, which police believed was used to hit her with.

Watkins was taken to a hospital in “grave condition” after she was found, according to the affidavit.

Several witnesses who saw the assault told police that a man had kicked Watkins and hit her with a rock, according to the affidavit. When police arrived, the man had dropped the rock and attempted to conceal himself. The man was later identified as Black.

While still at the scene, officers spotted a man matching Black’s description only a short distance away from where the victim was found. Black fled from officers as they attempted to talk to him, police said in the affidavit.

Once Black was caught and detained, an officer noticed he had blood stains on his legs, according to the affidavit. Black would not tell officers where the blood came from, police said.

Black was arrested that morning on charges of aggravated assault and violation of parole.

After Watkins died on Monday, Black now faces a murder charge. He is being held at the Tarrant County jail on a $500,000 bond, according to jail records.
