ALBURTIS, Pa. – A former Bucks County family counselor has admitted to secretly placing covert cameras disguised as charging blocks to secretly record patients and staff using the bathroom at his Quakertown office.

Jonathan Elliot Moyer, of Alburtis, was accused of 12 counts of interception of oral communications, one count of possession of an instrument of crime, and 13 counts of invasion of privacy, according to court paperwork.

He will be sentenced on Aug. 13.

The Bucks County DA’s office said he will have to register as a sexual predator.

The DA’s office said authorities identified a total of 21 victims, including staff members and individuals seeking counseling services.

Of the 12 victims in wiretapping-related charges, three were minors, the DA’s office said. In one instance, the DA says Moyer allegedly positioned a camera to capture an “up-the-shorts” video of an unsuspecting young girl during a counseling session.

The DA says the investigation began on March 3, 2025, when a District Attorney detective reported receiving information about an electronic storage device containing videos.

These videos showed a man, identified as Moyer, setting up a recording device in his Quakertown office, according to the DA. The device also had videos of female victims using the bathroom.

The DA says examinations of seized devices, including a charging block camera, a key fob camera, and a microSD card showed numerous additional videos.

These additional recordings showed other victims using the bathroom and also captured surreptitious video and oral interceptions of individuals, some of whom were in counseling sessions with Moyer, the DA’s office said.

According to the DA’s office, all identified victims were unaware of the recordings, with some victims captured multiple times.
