SAN ANTONIO – The U.S. Marshals Lone Star Fugitive Task Force is asking for the public’s help locating Joe Arthur Montes, a convicted felon who failed to return to a federal halfway house.
Montes, 31, was serving the remainder of his sentence after being convicted of conspiracy to transport migrants, some of whom suffered serious bodily injuries.
He had already served 57 months in prison and was ordered to complete an additional three years in a Bureau of Prisons halfway house.
According to officials, Montes walked away from the facility in 2024 and is now considered a fugitive.
Authorities describe Montes as 5 feet 8 inches tall, weighing approximately 220 pounds. He has multiple distinctive tattoos, including the names “Maria” and “Jessica” with doves on his right arm, and praying hands with the Virgin Mary and a cross on his left arm.
His last known address was on the West Side of San Antonio.
