A Valley man says he suffered third-degree burns when four Phoenix police officers pinned him to the hot pavement and now he’s suing the city. While the police department rolled out a new policy since then, Michael Kenyon and his attorney said that’s too little too late. His lawyer said Kenyon will have scars on his body for the rest of his life. Sarah Robinson has more.
