Troy, NY (WRGB) — The New York State Cannabis Control Board (CCB) approved 52 new adult-use licenses at its monthly public meeting, bringing the total number of licenses across the state to 1,851. The meeting, held at the Hudson Valley Community College Bulmer Telecommunications Center, also featured a market update from the Office of Cannabis Management (OCM).

Of the newly approved licenses, 62% are held by Social and Economic Equity (SEE) licensees, with minority- and women-owned businesses each representing 56%. The licenses include one Adult-Use Cultivator License, five Adult-Use Distributor Licenses, six Adult-Use Microbusiness Licenses, 23 Adult-Use Processor Licenses, and 17 Adult-Use Retail Dispensary Licenses. Two new Registered Organizations were also approved, indicating growth in the state’s medical cannabis industry.

Felicia A.B. Reid, Acting Executive Director of the OCM, said,

We are encouraged by the pace of application review for the November queue and the number of entrepreneurs entering the market. We also recognize the importance of balance. We’re actively working with our stakeholders to ensure that growth is sustainable and that the opportunities created today lead to long-term success for the marketplace in the future.

The OCM reminded licensed cannabis cultivators of the upcoming PowerScore Report deadline. PowerScore is the approved platform for licensees to meet energy and water reporting requirements, aligning with the state’s climate goals. The initial report is due August 31, 2025.

Additionally, the OCM launched its Technical Assistance and Incubation Survey to gather feedback from those involved in the state’s cannabis marketplace.

The Cannabis Control Board also accepted the annual report from research licensee OCM-RSCH-24-0002, affirming the licensee’s merit to continue research activities.

New York’s legal cannabis market is projected to surpass $1 billion in adult-use sales this year, with total retail sales reaching $1.91 billion. The market is expected to exceed $2 billion in overall sales. The state continues to build momentum toward an equity-driven market, with 56% of the 1,851 adult-use licenses awarded to SEE applicants. This includes 14% to Community Disproportionately Impacted applicants, 7% to distressed farmers, 47% to minority-owned businesses, 7% to service-disabled veteran-owned businesses, and 56% to women-owned businesses.

Currently, 431 legal dispensaries are operational across New York State.
