An English backpacker who hit and killed a man while riding an e-scooter in Perth’s CBD has pleaded guilty to dangerous driving causing death while under the influence of alcohol.
Alicia Kemp, 25, was riding an e-scooter and was carrying a passenger when she struck pedestrian Thanh Phan, who was on the footpath along Murray Street on Saturday night, May 31.
The 51-year-old’s head hit the pavement and he died in hospital.

The passenger who was on the scooter was also hurt, but her injuries were not life-threatening.
Appearing in Perth Magistrates Court via video link from Melaleuca prison on Monday morning, Kemp pleaded guilty to a charge of drink driving causing death.
During an earlier hearing, the court was told Kemp was visiting WA from the UK on a working holiday visa.
It was estimated she hit Mr Phan at a speed of 20 to 25 kph, about the maximum speed of a rentable scooter.

Thanh Phan was described by his family as a beloved husband, father of two, brother and dear friend.
His death thrust the issue of e-rideable regulation back into the spotlight.
The City of Perth indefinitely suspended the hiring of e-scooters, and other councils followed suit in the weeks after.

Kemp will return to court on October 31 to progress her sentencing.
