AUGUST 22, 2025 — The University of Texas System Board of Regents has conditionally approved a revised memorandum of understanding (MOU) that grants an exclusive option to the City of San Antonio for the purchase of the Hemisfair Campus property.
This action supersedes a previous MOU, which specified an exclusive option to the city for the purchase or ground lease of the property.
The revision also clarifies the intended disposition of the property by UTSA as the university continues to explore opportunities to identify a location and construct a new home for the Institute of Texan Cultures and ahead of any potential public referendum on funding for the sports and entertainment district.
“UTSA is deeply committed to the transformation of downtown San Antonio and is continually exploring opportunities to expand the university’s impact in the city’s urban core,” said UTSA Executive Vice President for Business Affairs and Chief Enterprise Development Officer Veronica Salazar. “This action charts the path forward for the university’s continued investment in the future of downtown while fulfilling our commitment to advancing and reimagining the Institute of Texan Cultures museum.”
