The mother of the missing boy faces a capital murder charge in the case and has now been indicted, records show.

EVERMAN, Texas — The mother of a missing 6-year-old North Texas boy has been indicted in connection with her son’s suspected death after she was recently arrested and returned to the U.S., records show.

Cindy Rodriguez-Singh, 40, was arrested and returned to Tarrant County last month after fleeing to India in March 2023 with her husband, Arshdeep Singh, and six other children — just before an AMBER Alert was issued for her missing 6-year-old son, Noel Rodriguez Alvarez of Everman.

Rodriguez-Singh is accused of lying to officers conducting a welfare check on March 20, 2023, two days before boarding the flight to India, when she told them the boy was living with his biological father in Mexico and had been living there since 2022, officials say. 

She was initially charged with capital murder in connection with the case in Tarrant County in October of 2023, and a federal arrest warrant was issued for her for unlawful flight to avoid prosecution in November of 2023, officials have said. She was added to the FBI’s 10 Most Wanted Fugitives list earlier this year. 

Noel is believed to be dead, but his body has never been recovered, officials have said. 

Now, in addition to the capital murder and unlawful flight to avoid prosecution charges, Rodriguez-Singh faces additional charges of abandoning or endangering a child without intent to return and two counts of injury to a child, records show. 

A grand jury in a Sept. 8 indictment allege Rodriguez-Singh “did intentionally or knowingly cause the death of Noel Rodriguez…by manner and means unknown to the grand jury” on or around Oct. 25, 2022, court records show. 

The grand jury also allege Rodriguez-Singh withheld water, food and medical care from Noel, left him “unsupervised at an unknown location,” and “did not have an intent to return for the child,” according to the indictment. 

Rodriguez-Singh remains in the Tarrant County Jail, held on a $10 million bond, jail records show.
