The city of Chula Vista announced the implementation of new rules for the use of electric bicycles and other micro-mobility vehicles, aiming to enhance road safety and respond to the growing use of these alternative transportation options. The measure is included in Chapter 10.73 of the Municipal Code and aligns local regulations with the California Vehicle Code and Assembly Bill No. 2234.

City officials noted that while electric bicycles are a practical and sustainable transportation alternative, their characteristics require a stricter regulatory framework than conventional bicycles. Equipped with motors of up to 750 watts, so-called e-bikes can reach speeds higher than those of regular bicycles, posing additional risks if safety rules are not followed.

The new regulations establish a minimum age of 12 to operate Class 1 and 2 electric bicycles in Chula Vista. Adults are also prohibited from allowing children under that age to use these vehicles. Regarding classifications, Class 1 e-bikes provide pedal-assist only and reach speeds up to 20 miles per hour; Class 2 e-bikes have a throttle and the same maximum speed; and Class 3 e-bikes are pedal-assist only, with a top speed of 28 miles per hour and mandatory helmet use for all riders.

For motorized scooters, the speed limit remains 15 miles per hour. Riders under 18 must wear helmets, and all users are required to have a driver’s license or learner’s permit.

Municipal officials explained that the regulatory update aims to balance the benefits of micro-mobility—lower environmental impact, time and cost savings—with the need to protect cyclists, pedestrians, and drivers. They also emphasized that compliance with these measures is key to maintaining Chula Vista as one of the safest cities in San Diego County.

To share the details of the new regulations and promote safe riding practices, the city has scheduled a series of community meetings. In-person sessions will take place on Tuesday, September 16, at the Montevalle Recreation Center, and on Monday, September 22, at the Loma Verde Community Center, both from 5:30 to 7:30 p.m. A third virtual session will be held on Wednesday, October 8, via Microsoft Teams.
