1. New York City’s first ‘rat czar’ steps down

New York City’s first “rat czar,” Kathleen Corradi, has stepped down from her post, more than two years after Mayor Eric Adams recruited her to tackle the five boroughs’ rodent problems.

Mayor Eric Adams confirmed her departure in a statement, praising her for handling the “daunting, complex task” with “confidence and creativity.”

2. City to impose 15 mph speed limit on e-bikes, e-scooters in October

New York City will roll out a 15 mph speed limit for e-bikes, e-scooters and other pedal-assisted commercial bicycles on Oct. 24, officials said today.

The policy, which matches an existing speed cap for stand-up e-scooters, aims to improve safety for pedestrians and riders alike, Mayor Eric Adams said in a release.

3. Hochul announces next steps of $1B program to advance clean energy, cut emissions

Gov. Kathy Hochul today announced the next steps of the $1 billion Sustainable Future Program, which aims to advance clean energy, cut emissions and expand green infrastructure.

The program was announced by Hochul in this year’s State of the State address in January.

4. Judge scolds Justice Department over public statements in UnitedHealthcare CEO murder case

At least two senior Justice Department officials likely broke court rules governing the conduct of prosecutors by reposting comments President Donald Trump made about Luigi Mangione, the man accused of assassinating the CEO at UnitedHealthcare, a federal judge said today.

Judge Margaret M. Garnett said in an order that the officials probably violated a local rule limiting what prosecutors can say publicly about the guilt or innocence of a defendant before a trial.

5. Shooter, 1 other person dead, 2 critically injured after shooting at ICE facility in Dallas

A shooting at an Immigration and Customs Enforcement facility in Dallas, Texas this morning left the shooter and one other person dead and two others critically injured, according to officials. 

The Dallas Police Department said that officers were called to the area at around 6:40 a.m. after a person opened fired at a “government building” from another building. The sniper fired “indiscriminately” at the ICE building, including at a van where the victims were shot.

6. ‘Ukraine was only the first’: Zelenskyy warns at U.N. that Russia could widen war

An impassioned Ukrainian President Volodymyr Zelenskyy had a stark warning for fellow world leaders during his address to the United Nations General Assembly this morning: Stop Russia now or they themselves may face an emboldened Russian President Vladimir Putin, who would “keep driving the war forward wider and deeper.”

“We told you before: Ukraine was only the first,” he said. “Now Russian drones are already flying across Europe, and Russian operations are already spreading across countries. Putin wants to continue this war by expanding it, and no one can feel safe right now.”
