Texas Department of Public Safety – Loop 1604 Expansion Project.
SAN ANTONIO (KTSA News) — The Texas Department of Public Transportation (TxDOT) is announcing the opening of another flyover ramp at the Loop 1604 and I-10 interchange on the Northwest Side.
The flyover ramp opened Sunday, and it allows for a quicker connection from westbound I-10 to eastbound Loop 1604 just passed UTSA Boulevard.
It is the latest flyover ramp to open at the interchange as part of the Loop 1604 North Expansion project.
Work on the project has ramped up over the last year, with the latest flyover becoming the fifth flyover ramp to open in the past ten months. The first flyover opened in December 2024 connecting eastbound Loop 1604 to westbound I-10. The second flyover opened in early June 2025 connecting westbound I-10 to westbound Loop 1604. The third flyover opened in August 2025 connecting westbound Loop 1604 to eastbound I-10. The fourth flyover opened in September 2025 connecting eastbound Loop 1604 to eastbound I-10.
All eight flyovers are expected to be open by the end of 2026.
Background
The Loop 1604 North Expansion is a Texas Clear Lanes project aimed at enhancing safety, improving mobility and reducing congestion along 23 miles of Loop 1604 from SH 16 to I-35. This $1.4 billion project includes the expansion of mainlanes from a 4- to 10-lane expressway, high-occupancy vehicles (HOV) lanes in each direction, a multi-level interchange at I-10, an innovative intersection at Blanco Road, and bicycle and pedestrian accommodations on the frontage roads.
The expansion is planned in six segments with five segments currently under construction.
- Segment 1, from SH 16 to I-10, is on schedule to be complete in 2025.
- Segment 2, the Loop 1604 and I-10 interchange, is on schedule to be complete by 2027. All flyover ramps are on schedule to open by the end of 2026.
- Segment 3, from I-10 to US 281, is on schedule to be complete by Spring 2026.
- Segment 4, from US 281 to Redland Road, is on schedule to be complete by 2027.
- Segment 5, from Redland Road to Judson Road, is on schedule to be complete by 2028.
