Citywide Mapping and Lot-Level Testing Guide Reforms Tied to the Housing Element and Future Metro K Line Stations.
West Hollywood is asking residents to weigh in on zoning changes aimed at speeding housing construction and improving affordability, with two public meetings set this month to review early concepts for the city’s Zoning Improvement Program for Housing.
The effort, known as ZIP, translates the city’s Housing Element into code updates intended to reduce regulatory barriers, support mixed-income and mixed-use development near transit, and better match new housing with neighborhood needs. Recommendations will focus on affordability, equity, and how future projects align with community demographics.

City staff and consultants are analyzing zoning impacts at multiple scales, including:
- Citywide mapping to show how current rules shape land use by neighborhood.
- Lot-level testing of building types based on parcel dimensions, zoning standards, and project feasibility.
- Access to community amenities, such as existing major transit stops and planned Metro K Line extension stations, employment centers, public facilities, and open space.
Officials say changes will be incremental to balance context-sensitive design with more equitable access to housing.
Regional housing shortages and cost burdens have intensified over decades, prompting new state laws to facilitate construction and pushing cities to update local codes. West Hollywood’s ZIP process follows baseline analysis completed in late 2024 and early 2025, community meetings in March, a City Council update in August, and focus groups in September.
