SAN ANTONIO – City Councilmembers Marc Whyte and Teri Castillo are proposing a new public accountability dashboard designed to track every promise tied to the proposed Spurs arena and Project Marvel.

Proponents say it will give residents a clear look at spending, construction timelines, and community commitments as the project moves forward. It’s meant to show, in one place, whether the arena is delivering what voters were told.

Councilman Whyte emphasized that the initiative reflects a shared commitment to responsible stewardship of taxpayer dollars. It could potentially pass early next year.

Additionally, Councilmember Sukh Kaur proposed a commission to track Project Marvel.

The San Antonio City Council approved a nonbinding term sheet on August 21, outlining a CBA valued at $2.5 million annually, totaling $75 million over the initial term of the lease.

With the passage of Proposition B in November and the City now preparing to finalize an arena deal, Councilmember Kaur emphasized that sustained community participation is essential to the project’s long-term success.

“Moving forward, our community expects a stronger voice in shaping the benefits this development will deliver,” she said. “This commission ensures that the people most impacted by the project have meaningful, ongoing oversight of how these funds are invested back into our neighborhoods.”

The Commission, which will elect its own Chair, would work closely with community engagement organizations to conduct focus groups, host public forums, and establish CBA priorities for City Council before the lease begins. It would provide annual recommendations on CBA spending, issue yearly public status reports, and monitor the allocation of funds to ensure they reflect community needs. The commission will dissolve once all CBA funds have been fully allocated.
