Neighbors raise pollution, traffic concerns over TSMC expansion plan

PHOENIX (AZFamily) — Residents of Stetson Valley in north Phoenix are opposing expansion plans by Taiwan Semiconductor Manufacturing Co. (TSMC) that would bring thousands of new homes and commercial development to their neighborhood.

TSMC has partnered with developers from the Pulte Group to purchase thousands of acres of state trust land south of the chipmaker’s existing facility near the intersection of Loop 303 and Interstate 17.

The master plan calls for expanding TSMC’s campus and building thousands of homes, shopping areas and walking trails. A rezoning proposal has been submitted to the Phoenix City Council to move the plans forward.

Neighbors say they fear chemicals from the chipmaking plant could reach their homes. They also worry that traffic from an expanded 51st Avenue will create problems.

“I wish that TSMC would be a good neighbor and move the heavy industrial away from our neighborhood,” said Amanda McGowan, president of the Stetson Valley Owners Association.

Another resident said the community supports development but wants it done responsibly.

“We’re not against change. We want responsible growth. There has been no economic or environmental study,” said Danny Weiss, board president for the Inspiration at Stetson Valley.

Many residents say the developers have not been transparent about their plans.

“You can’t get genuine feedback from a community if you’re not transparent with them about what you’re planning to build,” McGowan said.

The Pulte Group sent Arizona’s Family a statement.

“Starting in 2024, meetings have been regularly held with the surrounding community to share and solicit feedback on the zoning plan. The Stetson Valley HOA board in particular was engaged for feedback. Many of their requested revisions to the zoning structure were accommodated, including moving all of the higher-density product to the freeway corridors and away from 51st Avenue, south of Dixileta, and reducing the allowable number of residences by 4,000 units. Through this process, the City of Phoenix also brought forward questions received from community members to the applicant team. We also maintained and promoted a project website for information on the application, schedule and channels for questions and feedback (northparkphx.com). Collectively, we have reached thousands of people, both near and far, including out of state.”
