GLENDALE, AZ (AZFamily) — The City of Glendale is taking steps to curb dangerous electric bike and scooter incidents and improve safety.
Starting Jan. 9, Glendale’s new safety regulations for e-bikes and e-scooters go into effect.
The new regulations establish an age requirement, mandate safety equipment and prohibit reckless practices.
Glendale’s city council approved the new regulations in December 2025.
The ordinance effects all three classes of e-bikes:
- Class 1: Pedal-assist only (no throttle) with a top speed of 20 mph
- Class 2: Has pedals, a throttle and a top speed of 20 mph
- Class 3: Has pedals, a throttle and a top speed of 28 mph
It establishes the following age requirements for riders:
- E-scooter riders must be at least 12 years old
- E-bike class 1 and 2 riders must be at least 14 years old
- E-bike class 3 riders must be at least 16 years old
The new regulations also mandate that e-bikes and e-scooters be equipped with a white front light, a red rear light and reflectors.
Riders are required to follow all traffic laws. City officials say riding recklessly, riding against the flow of traffic and intentionally lifting a wheel while riding are not allowed. Helmets will be required for any riders under 18 years old.
Violations will result in a fine starting at $50 and increasing up to $500, the city says.
