The city of Scottsdale is on a crash course when it comes to securing enough water for the future, according to Councilwoman Solange Whitehead.

De facto policy changes and a lack of funding for future water needs are leading the city down a dangerous road, she said.

City Manager Greg Caton has overstepped his bounds and appears to be making a policy decision that is legally the council’s purview when he removed funding the Advanced Water Purification program from the city’s proposed five-year capital improvement plan, Whitehead said.
