We should require county regulations for all e-bike riders since they impose an accident threat to everyone. All e-bike riders should be required to be licensed and tested for proficiency.
I know, because I was recently hit from behind by an e-bike rider who did not stop. I woke up in the ambulance and spent two days in emergency care with a concussion, brain bleed and severely lacerated leg.
Fortunately, a bystander called 911 while I was unconscious on the side of the road.
