Carroll ISD trustees are reviewing possible improvements to three school campuses and upgrades to Dragon Stadium that would be funded by 2026-27 tax increment funds.
The schools are Old Union Elementary, Eubanks Intermediate and Dawson Middle School. Dragon Stadium, which opened in 2001, has a capacity of 11,000.
Trustees reviewed the staff plan at an April 13 workshop and will revisit it April 20 at their board meeting. The staff recommends approval of the $1.86 million for the projects.
At the workshop, Carroll ISD facilities director Lanny Mooney advised trustees on the projects.
Dragon Stadium work includes replacing the gameday lighting, recoating a parking lot, upgrading the restrooms, scoreboard technology and locker room floors.
“These fixtures are 26 years old,” Mooney said of the lights. “We’ve had quite a bit of problems with them this particular year. We almost lost a soccer game. We are constantly working on these things to make sure they illuminate. It’s time.”
Dawson improvements include replacing cafeteria tables, resurfacing the running track, renovating the nurses’ office and replacing gymnasium scoreboards.
Additional projects at Dawson and Eubanks include replacement of outdoor lights and gymnasium bleachers and repainting the gyms, cafeterias and libraries.
Old Union projects include converting a computer lab to a classroom, replacing student chairs throughout the campus and adding a playground safety fence.
“That’s been tagged the last two safety audits,” Mooney said. “We’re installing that to enclose the playground.”
Allowed by Texas law, Southlake ISD has a tax increment finance district that generates incremental property tax revenue from growth in valuations over a base year in a specific geographic area. The district can use the tax increment income to pay for public improvements such as roads, utilities, sidewalks and other infrastructure. Old Union, Eubanks, Dawson and Dragon Stadium are in the TIF district map.
This approach takes advantage of future growth without raising property tax rates and is designed to attract new investment, according to the district.
The three schools and the stadium are in the designated TIF district.
